Background

The Scheme of Jan Shikshan Sansthan (JSS), formerly known as Shramik Vidyapeeth is being implemented through NGOs in the country since March 1967. The first Shramik Vidyapeeth was established in Mumbai [Worli] and was commissioned by Bombay City Social Council Education Committee, a voluntary organisation engaged in the field of Adult Education for several years. After the success of the project, the Govt. of India developed a scheme for setting up a network of such institutions in the country in a phased manner.

With the transformation in the economic and social setup over the years, the role and scope of these polyvalent educational institutions have widened manifold. In the changed scenario, the focus of Shramik Vidyapeeth (SVP) was shifted from industrial workers in urban areas to the non-literates, neo-literates, unskilled and unemployed youth particularly from SC/ST/OBC/Minority/Divyang /Women throughout the country especially to underprivileged people in the rural areas. The SVPs were accordingly renamed as Jan Shikshan Sansthan (JSS) w.e.f. year 2000. The scheme of Jan Shikshan Sansthan was consequently transferred to Ministry of Skill Development and Entrepreneurship (MSDE) in July 2018.

The scheme focuses in imparting / upgrading the socio-economically backward and educationally disadvantaged group by providing them market relevant skill sets and livelihood creation opportunities which makes them at par with all groups of society.

JSS SCHEME

Jan Shikshan Sansthan`s are conceived as institutes for conducting skill upgradation programme in Non-formal mode in rural and urban slums of a district while also providing academic and technical support to its target group. The Scheme aims to provide vocational education and skill development programmes to non-literates, neo literates and the person having rudimentary level of education belonging to disadvantaged sections of the society upto 12 th class Drop outs in the age group of 15- 45 years. While the focus group of JSS is SC/ST, minorities women/girls, migrants and slum/pavement dwellers, adolescents are also given preferences under the scheme. The Scheme of JSS is being successfully implemented with public and private partnership since last 50 years through NGOs. These NGOs play a vital role to provide vocational training at doorstep of the beneficiaries in the unreached areas of the country. Presently 251 numbers of JSS is functioning through-out the country and mostly another 250 new set-up are proposed.

The JSS function under the NGOs, registered under the Societies Registration Act, 1860 with annual recurring grant from the Govt. of India under the Ministry of Skill Development and Entrepreneurship (MSDE). The affairs of the JSS are managed by the Boards of Management (BOM). This mechanism is register and linked with NITI Aayog – Darpan portal.

 

Objectives of Jan Shikshan sansthan:

  • To improve the occupational skills and technical knowledge of the Non / Neo – literate and persons having rudimentary level of education up to 8th standard and other school dropouts beyond 8th standard i.e. up to class 12th to raise their efficiency, increase productive ability and enhance their livelihood opportunities.
  • To identify and promote traditional skills in the district through skilling / up skilling.
  • To create a pool of master trainers working across the department / agencies of skill development through training and orientation programme.
  • To collaborate and co-ordinate with other departments / agencies working in the field of skill development.
  • To widen the range of knowledge and understanding of the Social, Economic and Political system and create awareness about the environment.
  • To promote national values and to align with National Programme.
  • To promote self-employment and facilitate to get financial support including loans/ for the target group through linkage with credit and consortium membership.

 

Target Groups:

  • Jan Shikshan Sansthan will concentrate on the socio-economically backward and educationally disadvantaged groups of urban/ rural population such man, woman and youth, employed, self-employed, neo-literate, prospective workers and their family members as well as unemployed youth.
  • The main target of the JSS is to impart vocational skills to the Non-literate, Neo-literate and the person having rudimentary level of education upto 8th standard and other school dropouts beyond 8th standard i.e. up to class 12th in the age group of 15 – 45 years. Age limit could be relaxed in case of “Divyang” and other deserving cases.
  • Priority is to be given to Women, Schedule Caste (SC), Schedule Tribe (ST), Other Back-word Class (OBC) and Minorities in the rural and urban slums.  

Area of Operation: Jan Shikshan Sansthan, Purulia is been covering the most interior part of the 20 blocks of the district with rural need based approach

Programme details:

During the year 2022-23, attempts have been made to implement JSS Programmes with the need based approach at the different level of the district. During this reporting period JSS Purulia has covered all the 20 Blocks of Purulia District with 11nos. courses 74 batches of Vocational courses. Apart from this 15 Nos. of Activities and 2 Nos. Special programme under the “Azadi Ka Amrit Mahotsav” has also been conducted in different parts of the district. Details of the programmes along with beneficiaries’ details are given below.

During the financial year 2021-22, we successful completed 90 numbers of batches of 17 numbers of trades and covered 1800 number of beneficiaries. Among them 1358 (75% of total beneficiaries) were the female and 442 (25% of total beneficiaries) were the male who are successfully completed the training of their treads.

During this financial year among the 1800 of total beneficiary 1358 of female beneficiary and 442 of male beneficiary. 543 number of female and 102 of male beneficiaries were belonging to the neo-literate which is 36 % of total beneficiaries. 735 of female and 340 of male beneficiaries with rudimentary level of education covering 60% of total beneficiaries and rest 80 of female were the school drop-out of upto class 12th standard aware the 4% of total beneficiaries.

The social status of the beneficiaries of the financial year 2021-22 were 425 female and 65 of male were belonging to the Schedule Caste (SC) is the 27% of the total beneficiaries, 254 female and 129 of male were the Schedule Tribe 21% of the total beneficiaries, 510 female and 213 number of male were Other Backward Class (OBC) that was 40% of the total beneficiaries, 39 female and 24 male were from Minority  were the 4% of the total beneficiaries, and 130 female and 11 male were 8% of the total beneficiaries belonging to other category.

 During 2021-22 financial years we just cover the people who are most disadvantageous group of the district and economically deprived with the circumstances. Among the total beneficiaries 1358 were the (75% of the total beneficiaries) were female and 442 (25% of the total beneficiaries) were the male are from Below Poverty Line.

Apart from the skill development and skill up-gradation though the need based training programme JSS also made the post training consultancy support for  financial assistance through bank loan and  small  start-up  business.  Special initiatives have taken with SHG linked trainings by given intervention strategies for self-employment. During 2022-23, seven trainees bring under MUDRA Yojna for new start-up of garment production unit, 166 individual members from different SHGs group under Traditional Hand Embroiderer, Self Employed Tailor, Fruit and Vegetable Preservation, Bamboo Basket Maker, Jute Craft, Beauty Care Assistant became self employed  by  taking financial support from their own group. Thirty-five individual has taken support from Micro Finance Institutions (MFI) for their own Small Business start-up.

Activities undertaken by Livelihood Cell

  • For promoting Self Employment and Entrepreneurship among the trainees during the year 2022-23 an Entrepreneurship Development training programme was organised at Rural Self Employment Training Institute, (RSETI)Purulia from Punjab National Bank (PNB) has drawn the details procedure of formalities for individual or group loan in support to financial literacy.
  • Three days exhibition cum Sale counter was set-up at  annual  festival  of Parent organization with JSS training products of Tailoring, Hand Embroidery, Hand Crochet Lace Maker, Pickle Making, Bamboo  Basket  Maker  at  JSS campus to encourage the trainees. A free health  check-up  and  Beauty wellness services was also provided by trainees of GDA and Beautician trades.

Azadi Ka Amrit Mahotsav: Azadi Ka Amrit Mahotsav is pride of India to celebrate and commemorate 75 years of independence and the glorious history of our people, culture and achievements. This Mahotsav is dedicated to the people of India who have not only been instrumental in bringing India thus far in its evolutionary journey but also hold with in them the power and potential to enable the vision of activating India2.0, fuelled by the spirit of Aatmanirbhar Bharat.

The official journey of Azadi Ka Amrit Mahotsav commenced on 12th March 2021 which start eda 75-week count down to our 75th anniversary of independence and will end post a year on 15th August 2023.

JSS, Purulia is one of the 75 JSS over India been  selected to celebrating Azadi Ka Amrit Mahotsav throughout the tenure of 75 weeks. With this special sanction this year activity base programmes including World Health Day, Labour Day, Celebration of completion of 75 years of India’s Independence was celebrate.

Azadi Ka Amrit Mahotsav: Azadi Ka Amrit Mahotsav is pride of India to celebrate and commemorate 75 years of independence and the glorious history of our people, culture and achievements. This Mahotsav is dedicated to the people of India who have not only been instrumental in bringing India thus farin its evolutionary journey but also hold with in them the power and potential to enable the vision of activating India 2.0,fuelled by the spirit of Aatmanirbhar Bharat.

Swachhta Pakhwada: The Swachhta Pakhwada launched by Government of India, is a fortnight-long program observed to ensure mass participation of citizens in Swachhta activities and to truely transform Swachh Bharat into a citizen’s movement. A mass awareness drives were taken throughout the year for rural health and hygiene practices for a safe healthy lifestyle.

       In this financial year from 15th.–31st.July, 2022, JSS organized different programmes for Create awareness on Health – Hygiene and Cleanliness among the trainees with the topic on Demo on vermin compost Water Management, importance of Plantation of Trees, Door –to Door Survey and Awareness on Use of Sanitary Pad.

Empowerment of Women through SHG linked Programme: Jan Shikshan Sansthan, Purulia always Empowerment of women would mean equipping women to be economically independent and personally self-reliant with a positive self-esteem to enable them to face any difficult situation. Moreover they could be able to contribute to local economy. The empowered women should be able to participate in the process of decision-making in conjugal life, social life and political activities. During this reporting year 12 nos. of Self Help Groups have been tagged by JSS, Purulia from the 74 nos. of training batches. Empowerment of Women through SHG linked Programme:

During this financial year JSS tagged these SHGs with the need based training programmes and rearrange their financial mobilization through the income generative activities. EDP Training of EX-trainees: For promoting Self Employment and Entrepreneurship development among the Ex-trainees during the year 2022-23 an Entrepreneurship Development training programme. was organized at Rural Self Employment Training Institute (RSETI), Purulia   Punjab National Bank (PNB) has drawn the details procedure of formalities for individual or group loan in support to financial literacy.
